A rough sketch of the proceedings, which surrounded the accreditations of successive British Ministers in Afghanistan, can be established from a reading of several accounts. They reveal remarkably similar sequences of events on different occasions. From 1937, the Ceremonial Code of the state of Afghanistan guided the practice of accreditations. 22 It divided the proceedings into two parts, regulating the arrival of foreign diplomats in Afghanistan as well as the proceedings on the day of the accreditation:On their arrival […] Ministers Plenipotentiary [will be received] by the Assistant Directors of the Reception Branch at Begrami [Bagrami] or some other place outside the city or the aerodrome. […] Heads of Diplomatic Missions accredited to the Royal Court at Kabul will inform the Reception Branch of their arrival by means of a note in which application for their first interview with the Minister for Foreign Affairs will be made. At this interview Heads of Diplomatic Missions will request the honour of an audience with the King at the same time presenting to the Minister for Foreign Affairs a copy of their credentials together with a copy of the speech which they propose to deliver before his Majesty. The Minister for Foreign Affairs will obtain His Majesty’s orders and inform Heads of Diplomatic Missions of the date and hour fixed for their audience through the Director of the Reception Branch. 23
